Fisher also feared invasion by the United States Army. The U.S. Congress was paying increased attention to the Canadian colonies, viewing them as future states. In fact, in 1866 Congress passed an annexation bill that stated that all Canadian territories were to be admitted to the Union as states or future states. Needless to say, most Canadian colonists viewed this prospect with alarm, especially in New Brunswick. British Loyalists fleeing the American Revolution had settled in New Brunswick and their descendants had no desire to become U.S. citizens.
